He was the Republican candidate, the last ever dark horse, selected on the convention floor in Philadelphia in June. He was trying to alert the voters that FDR was trying to “steal” a third term, which back then was not yet prohibited. Thus the “stealing third” button.
Interesting analogy to the current 2016 election where some say Bill Clinton, former 2 term President, is trying to “steal third” again through his wife — an old southern tactic whereby former southern governors used to get their wives elected after they exceeded the term limitation.
