The Germans are divided about how to view their past. That might account for their schizophrenic behavior about the Nazis. Remember the Nuremberg Burger King with the visible Nazi eagle next to the stands that might soon be demolished? They’ve also demolished almost everything that stood on the Obersalzberg that dates to Hitler’s time. All they have is a few ruins of the Berghof concealed by trees. That’s how I’d explain their reaction to Hess, persuading the family to have him cremated.
P.S. I think the Germans could make a fortune on Hitler if they were so inclined. Americans would flock to see a refurbished Berghof and a refurbished Obersalzberg. It would become the biggest tourist attraction in Germany.
