How do they deal with bed bugs in Europe?

I wonder if various hotels in Germany take precautions about bed bugs. Would a fancy place like the Mandarin Oriental in Munich have box spring covers? Would a small place like the Hotel Rosenvilla in Salzburg do so? I even wonder about the QM2. I asked about it during a virtual cruise and they gave me a put off answer about the superiority of their sanitation practices.
