If at a later date Hess had approached Roosevelt, I could see the President trumpeting it to the newspapers and announcing all the terms of the deal.He wouldn’t have kept anything secret. He would say we won’t deal with dictators and everyone would cheer. He’d already outmaneuvered the Isolationists by the time America entered the war. Nor did he have to assassinate anybody.
