I think that the best view of the Narrows between Brooklyn and Staten Island is from the decks of the Queen Mary 2. We sailed under the bridge during dinner on June 3 heading out toward the Atlantic Ocean. I snapped photos as best I could from the Britannia Dining Room on the upper level deck 3. I’m posting a few of the pictures here. One of the reasons you have a better view is that you are up on the ship and not on ground level. And you certainly get a better view of the Verrazano-Narrows Bridge itself.
