Characters drive the plot. But in popular fiction characters tend to be more two-dimensional or even one-dimensional. In literary fiction the characters are three-dimensional. In popular thrillers, mysteries, suspense novels, etc plot is obviously featured — but it still results from what the characters decide to do.
